ECOWAS Youth Policy: an Analysis of the Implementation Challenges in Ghana

Abstract

This article examined the factors that inhibit the implementation of the Economic Community of West African States-ECOWAS youth policy that was adopted in 2008. It analyzes Ghana’s efforts to implement international public policy and its challenges. A sample of 18 key informants was purposively selected from public-private sector organizations. It found the multiplication of joint actions and multiple decision points. Another challenge was the lack of effective coordination between and among the implementing organizations. The study found that Ghanaian youth play an insignificant role. It recommends active youth involvement in the design and implementation of youth policies rather than passive.
